Depends on your status. Are you Canadian citizen or PR? If you are either of them then they'll think because your sister has pretty strong ties in Canada, she might not be a bona fide student. Your sister can write a strong SOP describing: her reason why she's going to study in Canada; her strong ties to her home country; her future plan etc.
I'm not sure but I think she can state on an affidavit that she will return back home once her studies are over. Getting something notarized will provide a strong proof to CIC and they can send your sister back if she goes against it and will treat this as misinterpretation.

thank you for your reply. I have remittance slips stating that I';ve been the one supporting her schooling for 3 yrs and I just want her to have a better education.I am a permanent resident here.

if all you want is better education for her then getting the statement would be a good idea. But it's a pretty strong thing to do. If she can, then let her apply with a strong SOP ( she should make sure the VO gets all the expected information) but don't lie about anything in the application. Hopefully she'll get the visa. if not, she can go the notarized way; making her legally binding to come back home after studying there
