Student visa delaying for Jan 2020 intake

I have applied for student visa on Nov 20 2019 and provided the biometrics on nov 25. My visa approval has not come yet and it shows application still in progress. Why is my visa delaying? Please help.

I got rejected since they found it illogical to pursue the selected program with respect to my prior study and experience.

I'm a Civil Engineering graduate from Anna University. I applied for Advanced water system operations and management in Fleming College. They say decision making solely depends on the visa officer. In my case a weak SOP during visa submission is to blame. Please make the SOP strong that you will be approved easily.

I have got Lmia on Jan 27th and applied for a work permit on 19 th feb 2020 through online application, and given biometrics , Wes and PCC in advance but the file still is in progress.
No change till date, foes anyone have an idea how much time embassy is taking these days to issue a work permit for Canada.
