Please is it possible that final decision from IRCC can be received before the completion of the processing time for a country?. I mean that can one receive decision before the processing time elapsed or must it be at end of the processing time before you can receive final decision?

John, everything is possible. You can receive a decision before the current processing time is up or long after. There is no way to tell and there is no way of speeding things up.

You should read in depth the forum before posting these questions; you'll see that even though everything is possible, the tendency is for IRCC to take longer than the current processing time to process applications. If you are waiting for an early decision, chances are really low.

The processing times are just times where "most" applicants get a response. Also depends on your profile. If you are applying for a Masters or Phd, you may get a response faster. There is nothing you can do at this point.

I applied for phD and my application has completed 18 weeks.

Please my institution asked me to send my UCI number. I have completed an online segment of the program while currently waiting for IRCC decision that will enable me to move to campus class segment. I tried to find out from the institution the reason but haven't get any feedback. What could be the reason?

Are you studying without a permit? Maybe that is the reason because any part of the program without a study permit or outside the country doesn‘t count towards PGWP. Or your DLI wants to see an approved study permit.

Note that starting your online studies without an approved SP is very risky. If IRCC refuses your application, you won't be refunded for all the tuition paid while learning online.

IRCC gave a go ahead sometimes up to August last year that international student can commenced online program while waiting for their study permit application approval. It was then the school communicated to prospective student to start. The needed segment of the online had been completed and just waiting for the study permit to continue with the in class session. The documents issued by the institution such as leave of absence, one year tuition paid are part of the application submitted to IRCC for decision. While waiting, three days ago the institution now asked for my UCI number. Thus, I'm asking I don't know the reason.

So when did your program start online? All Covid rules ended in August. How long is your program and what school?

The school wants to know that you have a study permit to continue your studies.

I applied in Nov 2021, the agent advise me commenced online while waiting for the visa. The visa was refused in March, 2022, and I applied for judicial review and it was settled late May. IRCC advise to submit updated documents so it will be assigned to another Visa officer. The agent submitted updated documents on 6 June, 2022. From there we noticed eligibility review which commenced 10 August, 2022 and haven't get further information from IRCC on the decision till now. The program is 2years, 3months. PreMBA is three months which was from Jan to April 2022, and I have completed. MBA segment is in campus which requires Visa. I applied for leaves of absences so I can commence it by Jan 2023. The leaves of absences etc submitted to IRCC when I uploaded updated documents in that June, 2022. The institution is university Canada West. Thus, it asked me few days ago to submit UCI number which resulted my recent post.

UCW, which no one in Canada has heard of except those on the forum, most likely wants to know if you have a study permit. So give UCW the UCI. When did you start the program? How many leaves of absences have you taken? You may have issue with PGWP.

Interesting you went for JR as I assume you had GCMS notes for reason for refusal. Most people reapply.

UCW wanted your money so of course they said to start studies before approval. Did the agent suggest UCW to you because most likely agent got a ”kick-back” for getting you to apply there. Many private DLI are scam schools just for international students.

Of course the agent would advise you to start studying so that he could charge his commission.

If you hadn't started your studies and your application was refused, you would most probably be able to get a refund on your paid tuition (minus administrative fees). Once you started your studies, if your JR ends up being refused, chances are you will not be refunded any fees.

He said he has sent webform.The school requested for the UCI which has been sent, although no feedback yet. Leave of absence has been done the 3rd time now. Next last term is Jan, 2023 which made the entire admission process a full year. Is there anything I can do further or advise.

Nothing. Your agent can call IRCC call centre and see if documents were received. You applied for a JR rather than just reapplying after receiving GCMS notes. Not even sure you are eligible for a PGWP at this point with 3 leaves of absences.

Wonder how much your agent got in kickbacks from UCW to get you to apply there rather than a public DLI.
