hi, I m a permanent resident of Canada and want to apply for student visa for my brother who lives in UAE. I was just wondering for the proof of funds, can I show that I can sponsor him for his expenses? ( since he is not working and does not have income to show) Or is it better to show the funds coming from my parents for his tuition n living? Kindly please comment.

Proof from his family would be much better so as to show family ties on his country than family ties on your side. Since you are permanent resident, he will get refused due to more family ties in Canada.

His mum can gift him some funds but she is not currently working, she has some savings that she wants to give him. In that case, what documents are required from her side?

Anything that will show 1 year tuition fund plus 10k such as bank statement, sponsor letter stating he/she will take care of all the expense. If applying under SDS, GIC of 10K and tuition paid in advance.

Student Direct Stream. This is only limited to few countries. If your brother is eligible, he will get the final decision quicker than the regular application. Though, there is requirements that need to be met.
No UAE is not under SDS. He lives in UAE but in order to show ties with home country, what can he show? Like he does not have any property or business under his name.

Family ties doesn't have to he on his name. He can use family properties or investment that will show family ties in his country.
