Student visa application returned without a visa or letter of explanation. Why?

CIC in Nairobi, returned my passport and supporting documents. There is no email or letter of explanation as to why they were returned, there is not Visa and student permit as well. I don't know whether it was approved or refused and the reason why. Any idea of what is does that mean or the reason for this return? I had applied for a student visa. What should should I do next

That's possibly why its too late for your course but anyway you wont know until you contact them.
