Student visa after two work permit refusals- please help urgent

HERE IS MY STORY:

Completed: 10th from PSEB with 51% marks in 2007
10+2 commerce completed from PSEB with 58% marks in 2009
Diploma in Agriculture: started May 2016- April 2017

I went to UK for higher studies in Oct 2010, but college got blacklisted in Oct 2011 before my study complete.

Again did the IELTS there in UK and applied to different college gave my paperwork to consultant to make my file, he lost all my paperwork and passport. I lost all the faith and courage and returned to my home country in Nov 2014. All evidences are available I actually won appeal to remain in UK for limited time to obtain my docs whih I did and voluntary went back to India.

I tried my luck getting Live-in caregiver work permit for Canada twice but denied both times.

I have been working as a farm worker on the family farm since nov 2014 and also running small factory of wheat seed grading started in july 2015 till now.

I am thinking of applying for student visa for Horticulture production certificate which is 1 year in Manitoba. Do I have good chances. Do they actually gave visa after so much gap and 2 refusals.

What are my chances. please help me to understand Sad

I think your chances are on the lower side of things. But you can certainly try and maybe you'll get lucky. Your two previous work permit refusals will unfortunately work against you. So will your studies in the UK and the fact you failed to complete them.

Did they say why the work permits were refused?

they mention that I do not qualify and I will not go back to my country

Because of the refusals your case might be complicated.
I usually encourage people to come to Canada on their own but in your case you might want to get a lawyer.

You can try but your chances are slim to none.
