Hi,

While my immigration file was in process, I applied for admission in parkland college yorkton. I have LOA but my immigration file got a refusal today.

Do you think if i apply for student visa, the officer may assume that the intent is ONLY to come to canada and not study and may reject it?
I am disappointed and i don't want to take any risk.

Any suggestions?

Your intention does not matter. What the visa officer assess is the risk of you not in compliant with immigration regulations
 
You need to show ties to home, proof of funds, and why going to college in Canada is relevant to your background and future prospects.
 
Your immigration application refusal will be noted by the VO and will have some bearing on their decision making. But a solid SP application could outweigh that.
