Student Permit Visa Rejection for Sept 2017-Applying for CAIPS

Status:-Rejected on August 08
Reason:- Other Reason :Your Proposed Studies are not reasonable in light of one or more of:your qualifications,previous studies,missing marksheets, academic record, level of establishment,language abilities,or your future prospects and plans.
To know the actual reason behind the rejection i found out that CAIPS notes can be filed , some third party websites are offering this for around $40 CAD and another way would be by asking Canadian citizen , PR or individual staying there to file for ATIP for $5 CAD. Can anyone tell me what is the difference in both the evaluation ? Can an Indian citizen can request for same or designated individual's information is required ?

No, unfortunately Indian citizens can't apply for caips, as far as i know.
CIC will have a FOSS, CAIPS and/or GCMS file for you - these all vary in format but in general you will receive a computer printout of 7-35 pages in length.This is what Some of the Third party Caips website show & ATIP website shows this , electronic notes of the immigration you will receive -a report showing the officer's note and reason for refusal etc. So which would be more useful 7-35 pages file or officers note ?
