Hello,

I need to renew my student permit to start my new course.

I was wondering if I should register ( and pay ) for courses before submitting
a study permit renewal.

If your study permit is still valid, you don't have to renew it.
If not, all you need for a study permit extension is the letter of acceptance from the new program you're intending to take.

If your study permit has expired, they (uni/college) wont allow you to register for the courses unless you provide them your valid study permit.
So just attach the acceptance letter of new program and apply for SP renewal first.
