Hello,

I am going to apply for my study permit and there is a question that ask if I a have a relative with Permanent Residence in Canada.

I have a sister that just received a COPR. However the answer to the question is still “NO”.

Should I mention this in my letter of explanation?

I am planning to apply in a few days, and my sister is planning to move to Canada in two months.

You don't need to explain this, she isn't a PR yet so the answer is "No". If she lands before you submit your application, then say "Yes".

Thanks so much for your advice. I was just afraid they figure this out as if I was lying.
Nah, you aren't lying. A CoPR doesn't mean anything - you have to complete landing to be a PR. Otherwise you're just a Foreign National with a PR visa, which is not by any means the same thing as a PR.

I am curious, where did you find this question? I also recently applied and never seen this question anywhere in any application forms.

But nonetheless, I also have a sister with PR and currently living in Canada for a few months now. I mentioned her presence in Canada in the Family Information Form. Then, I assume the VO would have checked her status in Canada.

Then yesterday, I just got approved and received passport request. So opposite to what some people say, a sibling living in Canada doesn't affect your chances if you have a strong travel history, strong academic record and be honest with answering your forms.

When I applied for my SP in 2018, I mentioned my wife’s brother, who is a Canadian citizen, in my SOP. I even included my brother-in-law’s letter stating he will provide us with free accomodation. Same thing with your case, my brother-in-law’s house is only 15mins away by bus from my college. My SP was approved. So was my wife’s SOWP and my son’s SP for secondary school.
