Hi. No i dont think its like that. I got two rejections but got my visa the third time. I applied three times within July-November. So you can apply again, just with a better sop. And affidavits can help too. Depends on the reason behind your refusal!

It was refused on following grounds:
• I am not satisfied that you will leave Canada at the end of your stay, as stipulated in
subsection 216(1) of the IRPR, based on the purpose of your visit.
• Your proposed studies are not reasonable in light of: your qualifications, previous
studies, missing mark sheets, academic record, level of establishment, language abilities,
financial ability, and/or your future prospects and plans.

I'm wondering how can I make it more convincing. I did mention about how the course will help me strengthen my profile and help in finding job opportunities in various sectors.
