Discretion yes but letting PRs back in without much questioning without being in Canada for over 20 years sometimes allows people to not meet their RO. If everyone knows that there is a good chance the RO won’t be enforced why do we have ROs?Doesn't CBSA have a fair bit of discretion in these scenarios? If so, then it is not fair to say that the officer was not doing his/her job. Perhaps you do not agree with the officer's judgment call here but you can't say that he/she neglected his/her job.
