I'm not sure how much truth there is to this but choosing employment instead of Immigration and country as UK may help.

The 2 times I chose Immigration and Canada I scored 6.5 in Writing. The third time I went for Employment and UK, I got 7 :)

I have friends who used that trick and it didn't work for them. The purpose and country options have no leniency when it comes to evaluation. I believe you scored 7 in writing because your writing was indeed worthy of 7.

Well, I didn't complete my writing task 1 and still scored a 7. I only wrote 110 words. However, I spent a lot of time on task 2 to make sure it was perfect. So maybe I guess that was enough for me to get a 7.

Like I said, I am not sure how much truth there is to this trick but it did work for me. I was given this same suggestion in this forum when I was struggling with writing. So maybe it just depends on luck :)
