I know it said originally that for inland applications that they have to be sent to Vegreville (spelling?) but I was just looking where it says there have been changes due to the strike....and it says that new applications should be sent to Mississauga. I'm confused....

Which brings me to this:
Applicants for Permanent Residence
You must select the visa office that serves your country of nationality or the country where you have been legally admitted for at least one year.
All new Economic Class applications must first be mailed to the Centralized Intake Office in Sydney, Nova Scotia, Canada.
All new Family Class applications must first be mailed to the Case Processing Centre in Mississauga, Ontario, Canada.
In your application, you must select the visa office where your application will be processed. Please consult the chart below to find your visa office.
