So I applied on 2nd February for a student visa (paper-based in islamabad). Today (13th Feb) I got an email and when I checked my cic account I got a correspondence email from them after 11 days.
Which states I didn't get my study permit. No single reason is selected. And there's not even my name or UCI or date on the letter.
Should I take this as a mistake from them or is it really a refusal.

Having our own business and I'm managing everything. All the business documents and statements including my bank account statement.
And if it's a refusal, whom do I contact in order to get the genuine refusal letter having the visa refused for some reason. So that I can send it to my uni in order to get my first semester fee back since I've signed a form sent by the university stating that I'd get 100% of the tuition fee back if my study permit is refused.
First semester fee already paid.
Applied for a Masters degree.
Have already been to Usa on a scholarship. Then second time Aswell on visit. Still have a valid US visa till 2018.
Have been to UAE.
Had a Canadian visit visa (6 months) in 2013 but didn't go since it was issued late and it was already past my spring break in Usa.
