Still Waiting for Test 12+ Months after Citizenship Application

I am starting this thread in an attempt to bring together the minority of candidates who are clearly grossly delayed in their citizenship grant process, as evidenced by the fact that over 12 months have passed since application date, and our test invite is yet to come.

I have noticed when we post on the regular forums here, we are ignored. Unfortunately, it appears people who are waiting for oath or passport, don't really pay attention to our posts or offer any support or advice. Since people in our situation are very few and spread about this site, I am hoping to unify us here on the thread, so we can share our experience, find commonalities, identify strategies that may help move our cases along and simply support each other as we go through a frustrating wait.

Calling @manmoi31 @sambibi @Atextel to join this thread. Please also share with anyone else you know in our situation.

I'll start by sharing my story. I applied on October 31 2021. I received my AOR on Jan 27 2022. I left Canada on Feb 12 2022 and live with my husband in the US (we got married in Oct 2020, and my greencard got approved in Dec 2021), and kept IRCC informed of this. I have seen no progress whatsoever with my file. When I do get through to IRCC, they tell me my file is in Sydney, and processing is yet to begin. One officer in September told me background check is halfway done. But yeah, nothing is happening at all. One office told me I am delayed because I left Canada, but i know at least 5 other people in my exact same situation who got processed with 11 to 15 months. So I don't really believe that is the reason.

To add to the frustrations, Canada is not even processing my GCMS notes. I applied on Aug 31, and that too hasn't been sent to me, despite the 30 day deadline having long past, and IRCC being required to advise me of the reason and timeframe of any extension of said deadline. I have not heard from them at all...

I am racking my brain, about what can possibly be done in our situation. Any ideas??

Two individual apps made in June 2021.

both followed more or less same time frame up throigh test, which we both took in March 2022. One app then followed test invite with fingerprint request. That app then had oath invite for august 2022 (online).

other app has been stalled out since March. Applicant left Canada for a family member in hospice care situation and is still in US.

They tend to put your file on hold if you're outside. They won't admit it but this happened to me.
See my signature and you will know.

Maybe if you are temporarily outside of Canada. But I am not returning. I have moved to the US on a greencard and told them that.... They will put me on hold until when? It does not make sense, and does not align with the other spouses of American citizens I am in touch with, who moved to US after applying for Canadian citizenship. Most of them are Canadians citizens now.

Who knows what's going in their heads...They gave 2022 applicants oath already...

October 2021 applicant, AOR received on January 2022. No test invite yet!
Background still in process, criminality passed (no finger print request), security still ongoing.

Thanks for joining the thread. Do you know which office you file is in? Have you applied for GCMS notes?
How do you know your criminality is passed, besides the fact that you haven't received a fingerprint request?

This is frustrating, I'm sure, and you have every right to wonder about the delay. Did you tell IRCC that you have no plans of returning to Canada or just that you're now living in the US and have received a GC? There's a subtle difference, I think. Ostensibly, you're still interested in becoming Canadian or you wouldn't have applied and would come back for the oath, as well. And legally, once you have fulfilled all the requirements for the citizenship application, they can't arbitrarily sit on your application just because you moved to the US. Perhaps you can wait a few more months and early in the new year, begin to escalate your inquiries to IRCC and even seek the assistance of an attorney or an MP.

Good luck.

They don't know if anyone has left the country. It's impossible for them to track that... They only know when someone has left once they come back in.
Actually, they know, and whether they chose to act on it is a different issue. Especially when you take the test, the test instructions ask you to put in the reply that the applicant is outside the country if they plan on taking the test abroad.

While I was going through my ATIP notes today, noticed a due date next to activity: Eligibility - knowledge (January 06, 2023).

Is this when I should expect a test invite?
My background check is still in progress.
Thanks
