Finally, to some extent, FBISE also started entertaining requests of SSC & HSSC attestation for WES and sealing envelop. Below is the procedure,

1. Follow the same procedure you do for board verification but while submitting your application tell them you need it for WES.
2. Your application will travel between two departments then. First in the department that verify degree and then in the department that verify result card.
3. While submitting the application they will give you a number and tell you to contact them in couple of days
4. When you will contact them and if your application is processed they will ask you to come and collect it.
5. After reaching the board office go to visiting room and tell the guy you need to collect your application. He will take your ID card and will give you a visiting card and will send you to concerned branch.
6. They will give you your sealed package and ask you to sign on register and send them the receipt of FedEx after mailing it.
7. Please note that even though they will put the WES form in the sealed envelope, they will not sign it. Instead they will attach their own signed & stamped letter on which it will be declared that all credentials are correct (this is the best you can get for now).

In the board office a person named Saber is a really nice official. It is mainly because of his efforts that board has finally started doing something about such applications. Please do consider as this is newly started process which is evolving so you may see slight changes in it as the time goes.

According to there response on my query, they are agreed to accept HEC Attested and HEC sealed envelope for Pakistani applicants.
Here is the representative response on my request to accept HEC attested document as i told him what is HEC and why they should accept HEC attested documents.

RESPONSE FROM CES:

Normally, CES requires official transcripts be sent to us directly by the issuing university.

In the case of Pakistan, we can accept documents attested by the HEC (Higher Education Commission) as long as they are sealed in an official envelope.
This envelope can be mailed either directly to us by the HEC or by the client.

anyone has experience of faisalabad BISE?? they don't return the attested photocopies of certificates, rather they sent it to IBCC, and IBCC also not giving the photocopy of certificates attested from board , not even for get it photocopy.. they gave us the new copies stamped by them.

what to do now , ibcc attested copies will suffice if they seal in their envelope? as i don't have board attested copies?
also abt transcript request form, who will fill it then ibcc or faisalabad board?

SSC does not need IBCC attestation, please confirm?

Also, SSC gives you sealed envelope?

As per my personal experience, there's NO need for IBCC to get attestation of SSC and HSC documents from Karachi Boards for WES process.

- SSC board will hand over the envelop to you
- Inter Board will normally send it through Pakistan Post (Urgent Mail Service) which takes around 10 days to reach Canada. IF you have any internal source then take it from them and send yourself by DHL/Fedex which takes 3 - 4 days.

3. Now Prepare for the Envelope which includes mark sheet and certificate with WES Request form..

Metric certificate and mark sheet with WES form in one board envelope
Inter certificate and mark sheet with WES form in other board envelope

Three things will be included in envelope
1...Verified photocopy of marksheet and certificate


2. IBCC attestation photocopy
Or u have the other option
Make a Photostat on a single page in such a way, that front should have verified stamp and back should have IBCC attestation .because board verify on front page and IBCC verify on backside)so u can take out both stamp on a single page..I chose this option

3. Wes transcript request form

Form upper part should be be filled by you, so fill with black pen or type it
Lower portion would be filled by board representative, whether controller, deputies, secretary or any board representative. Say him to fill the data and stamp it....
Now put all three things together in boards envelop get it sealed by board (they will stamp on it)

Now Courier Problems
As WES request that board should send directly and they dont except without it,
And unfortunately board does not have proper facilities and if they have in any corner we can't rely
So I took responsibility on my own
And used Fedex which takes Rs 1500 on student package
First I sent my metric envelope, and wrote board address on courier page in (From Section)
Same with Intermediate envelope)
And sent with 4 or 5 days difference
But For HEC you can write your own address as don't require to send directly

NOTE:
Please dont forget to write reference number and name on the envelope

I have tried Fedex is Islamabad for sending document to WES but as they are charging more than Rs. 3000 and saying that Student Package is not applicable to WES. I have called fedex other branch but reply is same.

i dont know why they are saying, i have sent on student package..may be they have finished ....but if u have got same reply from 3 or 4 branches...then there is no way my friend(do tell them that karachi fedex is charging 1500..let c what they say

i can understand these procedures are costly, but nothing we can do

hi. i m aslo going to apply for fsw1 soon . i just have a small query
i already have attested docs from ibcc of matric and inter and there copies in 2011.
now my ? is are these copies are still valid or i get them attested again?

My board is also faisalabad, they did the same, but in IBCC, when they will return your attested copies from board with chalan form, so you can get photocopies before submitting fee, submit fee, and then attach the chalan and originals with nic to give back to IBCC. I got back my board attested copies from IBCC when i went there for getting chalan form.
About the rest, i was also at the same point as yours, as faisalabad board not agree to seal and not going to fill transcript request form, so that was the point when i left WES and decided to go with CES as they dont require secondary school certificates
