HEC karachi office has started attestation too as per newspapers.

HEC Karachi will not facilitate you, you have to personally or send by OCS ( I believe better to go on own, they will attest same day and return you back)

2- I have followed procedure mentioned by you. I am done with Matric and Inter Transcript/Certificate Verification. Can you help me with IBCC Process and do WES accept IBCC?
3- What will IBCC give me after verification?

I have only certificates of both matric and Intermediate on which detailed marks are mentioned for each subject.
is it enough for WES education assesment?

and how many points i can claim in education for BSc Engineering degree(4 years)?

In CES Post seconday Application Form on Page#1 they said

Full payment of applicable service fees

I have already filled Credit card information on Pg#5 in Application form(CC no., CC holder name, Expiry ...etc.). What else do they required from me as above said "Full Payment of applicable service fees".

its enough, as you have given them your credit card details so they will deduct the amount from there.
Its for other cases like if someone selected Pay Order then he should include that with full payment.
So no worries and just send application package.
Just one thing you should take care, if your credit card bank requires internet session to open for online transactions then make sure that session is open or atleast keep checking email and once CES will email you that payment was rejected by bank then call your bank to open the internet session and reply to CES that during XX:XX time to XX:XX time you can make transaction.

Nowdays, it is taking a bit longer time, so u have to wait 3 to 4 months Max to receive PER

Does anyone know if all photocopies of documents required with application need to be attested? Or only true translated copies should be stamped?

As of my experience, you dont need to transfer funds. They accept it if they are on principal applicant name or the spouse if he/she is also applying with you for PR.
Seniors can confirm more on this.

documents which are not in English should be translated and notarized

I think it should not necessary as our board (Faisalabad) did not issued results card for matric and fsc, rather we have detailed result on Sanad(Certificate) for both matric and inter.
