My first wife died while after giving birth a son.
later I got married and brought my second wife and son from first wife to Canada.
Now my wife is applying for Canada citizenship. I know that she cant apply for step son unless she adop her. But my son who never saw his real mom consider her his real mom. As my son son was born outside Canada so do my wife has a adoption letter from back home ? Will a explanation letter not enough to clarify that for my son, his mom is now my second wife and in reality, my wife is taking care of my son like he is her real son.

Go to your nearest Newcomer's center and they will have legal assistant to guide you to the best for free. Your local library may also have free resources to help/guide you.

If you brought your second wife to Canada, chances are you are already a citizen yourself, or became eligible for citizenship before your wife.
Why not apply for the kid's citizenship through you instead of his step mum?

-If you are a citizen and the child is now a PR, you can apply for his citizenship at any time, no waiting period, and not depend on your spouse.

-If your wife wishes to adopt your son, basically, you follow provincial procedures. I believe it is not that difficult for a minor in this situation (i.e. the other parent has passed), but it is a provincial matter and just search the web for procedures. Note, if both are resident in Canada, this is a domestic adoption, NOT the international type.

I lived most of my time out of Canada so stil cant qualify.
As noted, if the child has 1095 days, can apply directly for the child - won't have the citizenship test etc.

You can certainly do the adoption and the citizenship after that, but given different timeframes I'd just proceed with the spouse's citizenship app and the child's whenever convenient down the road.
