I have a friend, who graduate in Unversity was not able to find a fulltime job related to the course. She is currently working as self employed. Her PGWP will expire next year in June. For her to stay here in Cnada and possibly find a full tme job, She is enrolled for CGA, qualification for accountant. Does she need to apply a stdent permit? If so, can she continue working? Or need to apply another work permit? Please advice, thank you in advance. :)

You can apply for SP only if accepted by a school, college, university (DI's) offering a full time CGA.
 
I do not think she has to have SP for CPA. It is not an ACADEMIC studying but rather professional designation.
But let her call CIC and ask to be sure.

Yah, CGA did not ask her current status in Canada and they approved her application. Is this good enough for her to extend her stay when her PGWP expires or at least to applying full time job after getting her designation.

When her PGWP is close to expiring she will have to apply to covert her status to a visitor and hope this request is approved (no guarantee it will be). She doesn't qualify for a study permit and she can't extend her PGWP.

No. CPA (CGA) is nothing to do with any immigration issues.
Enrollment in CGA (CPA) could only help her to get a job suitable for applying to PR (through CEC, PNP, FSW or EOI( in 2015)). As her PGWP will be valid only for another 13 months she should look for a proper job right now because after July 2015 when her PGWP expires to stay in Canada she will need to get a regular WP and a LMO for it!!!!

she still can't find a job even she has a cga license?
