Statutory Declaration of no marriage not accepted in Philippines. Help!? :(

My fiancee and I are planning on marrying in the Philippines next month. We have booked and paid for everything, and I have some guests coming from overseas. I am a Canadian and she is a Filipina. I am currently living here and have been here since the end of June. I went to the Manila embassy to get a Statutory Declaration saying that i can get married in the Philippines. Here is what the embassy website says, stating the form that I now have.

"Marriage of Canadians in the Philippines

Any foreign national who wishes to marry in the Philippines is required by the Philippine Government to obtain from his/her Embassy or Consulate in the Philippines, a Certificate of Legal Capacity to Contract Marriage before filing an application for a marriage license. This certification affirms that there are no legal impediments to the proposed marriage. Unlike the Philippines, the Government of Canada does not keep a central statistical registry of marriages and cannot verify this information. Instead, the Philippine Government may accept a Statutory Declaration in lieu of the required certificate that is signed before a Consular Officer at the Embassy or Consulate of Canada.

It is the responsibility of the couple requesting the document to verify with the local civil registrar’s office in the city where they intend to submit their marriage license application if they will accept the Statutory Declaration from our office."

Our problem is that the city hall registrar's office where we applied for our marriage license won't accept the statutpry declaration form. What can we do now? We don't have much time left, and we are both panicking. I can go back to Manila to the Canadian embassy or go to Cebu to the consulate if need be, but I would prefer not to do those things. Mostly, we NEED that license.

What should we do? Which city office WILL accept this declaration? Any advice/information or help that you can provide would be greatly appreciated. She will go to try to convince the city hall people that we have the right form and hopefully get the marriage license, but in the event that she does not succeed, what are our other options?

Hi, I feel bad for you. It is a shame that some Philippine government workers have a very narrow understanding of what happens outside of where they are. Anyways I am Filipino and my husband is Canadian. We were originally planning on getting married in the Philippines. But we saw how dreadful it was to get everything together! Now like every other Filipino lady I want to be considered to be married in the Philippines and and Canada. I do not know why but it is just a thinking that we have!lol. What me and my husband did was just simply get married here and reported our marriage through the Philippines consulate. So Legally we are now both married here and in the Philippines. and We are just gonna do a Ceremony (without the legal stuff) in front of family and friends back home.

I do not if you are aiming for the actual thing, or if it matters to you. I was just giving you an idea. Personally for us as long as we are married in both countries it is all that matters. Now all that is left is to party! lol

Hello,

That's what I'm wondering too. We are planning to get married in the Philippines this coming May but the legal requirements hold me back. Yes we can get the statutory declaration but what if, same as your situation, the local civil registrar won't accept it. We are only be there for 2 weeks. Why it can't be the same as getting married in Cuba? My fiancé is born Canadian, I am Filipina but Canadian citizen. What I've researched is that get statutory declaration and then go to local civil registrar to apply for marriage license but the problem is it takes 10 business days to get it. Is there a way to get marriage license quick? Is there anyone here who has an advice?

This is an easy one (thankfully) to get into, but very hard to get out of.

1. Schedule an appointment with ROM in Singapore
2. Get married in Singapore
3. Bring Marriage Certificate to Philippine Embassy
4. Done

It is much harder to get out of though, since the Philippines has no divorce you'd have to do that in Canada and then submit it to the Philippines
