Statutory Declaration of Common Law for In Canada Processing

According to the documents check list it is not necessary to include a Statutory Declaration of a Common Law Union when processing under the Spouse/Common Law Sponsorship in Canada...I just want to make sure this is true.

I never sent one...and was approved and PR in less than 8 months Inland.

the statutory declaration of Common law is intended for use when you are sponsoring a family member and your common-law partner is a co-sponsor.

it is not required for either inland or outland applications when a canadian citizen or PR is sponsoring their partner or spouse to come to Canada.
