I got ITA in july and submitted my application on july 21, my application status tracker is showing background verification completed since Dec 08, I have no update on my PR since then, what does this mean

There are steps in the process of becoming a PR. You application has crossed on of them. You passed the security step which is good.

Is eligibility completed in tracker as well?

Which is fine. Call IRCC next week to understand whether they've sent portal/RFV email to you that you never received. It can take considerable time(weeks or months) after you see "all completed" in tracker.
