IMHO, the real issue is that CIC has not updated ip08 to include the fact that the CBSA Administrative Deferral of Removal is no longer in place.
The policy to allow those without status to apply for Inland sponsorship was enacted in Feb, 2005...ip08 was published Oct 16, 2006. There have been updates to ip08, in the form of Operational Bulletins, but none of those have included the end of what was shown as a `temporary' deferral policy by CBSA.

Many applicants will benefit from a regulatory stay of removal because they have requested a pre-removal risk assessment (PRRA) or will receive an administrative deferral of removal under the public policy. Many applicants will receive a step-one decision on their case before any further action is taken towards removal from Canada. Further details on “deferral” and “stay of removal” are found in the public policy at Appendix H.
So, those that were not eligible for a PRRA (not everyone is eligible) would have had the same benefit of `protection' under this now defunct policy.
Some people with Inland applications that are being processed HAVE BEEN REMOVED! Some, have not.
No idea what the formula is for CBSA in determining who gets the unpleasant news that they must leave.
