Status change to "Decision Made" Instead of RBVO ? Wondering Why?

I hope based on what you said and wrote it would be correct as you mention ,the CIC shows:

Distinction between final determination of eligibility for processing and processing
Final determination of eligibility for processing
All visa offices should use the same approach when making a final determination of eligibility.
Where documents are reliable and information is clear, consistent and well-supported the final
determination of eligibility can be made quickly. Where this is not the case, the final determination
of eligibility will be more involved.
While visa officers must exercise diligence at the final determination stage, they should also
complete this stage quickly, i.e. ideally less than two weeks after the deadline set by the CIO
.
Exercising diligence while making a final determination within the ideal timeframe means the
determination will be a paper review of the application and supporting documents. Visa officers
must apply their local knowledge to the application and documents to determine eligibility.
The paper review is not just a confirmation of the preliminary determination made at the CIO. The
CIO makes preliminary determinations without the benefit of supporting documents to substantiate
an applicant‘s self-assessment of eligibility. The availability of documents permits a more robust
assessment at the visa office.

I hope whereas I didnt get any negative thing from them near 115 days after my submission , my case is in process.Also, in another place they mentioned:

PROCEDURES AT THE VISA OFFICE:

•The files e-transferred from the CIO appear in the visa office’s night job report (BATFTM.LPT). Visa offices should verify that the night job report against the list of files provided by the CIO. Please note that the transferred files may appear at the visa office as late as Wednesday due to time zone differences.
•The transferred files now form part of the IMMIG database in the receiving mission. Since they were transferred from the CIO with PSDEC 4, Administrative Withdrawal (recommended for further assessment at visa office – for the exclusive use of the CIO) , they are considered “closed” files and remain closed (with PSDEC=4) until the file is re-numbered or re-opened at the visa office.

That could mean the decision made on my ecas is related to this point (close at CIO not VO)

the red parts are new as I mentioned.

By the way how long did it take to get a letter from VO after decision made and are you in the city where your VO is.

We reviewed your application and sent you a letter on Feb. 23, 2011. Please consider delays in mail delivery before contacting us.

We have received and viewed your application on March 22,2011.

A decision has been made on your application. The office will contact you concerning this decision.

What I wrote there is exactly how it looked like in my e-cas.

I received my 2nd aor, March 16. So when you count 2 weeks from receiving it is March 30 which i received the refusal letter but the letter was dated March 22.

I don't really know if they base it soley on points coz in my case they said I lack 1 full year experience but I have a 4 yr exp so I don't really know the real deal behind the refusal.

Dear Zakoy,
I have three questions, first do you have like this statement, Once the visa office has received your complete application, it will send you an acknowledgement of receipt letter which will inform you of the next steps in the review of your application, in your first AOR which you have received from CIO?

2nd, base on structure of CIO, VO should do the following to issue 2nd AOR:
"send an acknowledgement of receipt letter with the visa office file number, information on processing times, basic instructions on how to contact the visa office, future steps and information on e-Client Application Status web page in order to follow progress of the file"

So they should say about your next step in your 2nd AOR ,for example in my 2nd AOR they mention about interview do you have like this in your 2nd AOR?

3rd, you should get a file number and a UCI (Client ID) in your 2nd AOR, ama I right? if yes, you should be able to open your ecas base on this new file number or UCI? am I right?

I would really appreciate the time you spend to answer these question.

Hi Zakoy - sorry to hear that you got a refusal letter (I know your status had said decision made for several days I was hoping it was an error). :(

How were they able to justify the fact that CIO gave you a final positive eligibility review (and used the word "final") yet visa office have failed you on an eligibility review item (having 1 year's experience under the MI)?

We are talking about one CIC office (CIO) contradicting another (CHC) when you already have confirmation IN WRITING from them that you are eligible.

I am unsure if CIC have thought through the legal implications of this thoroughly enough. Anyway if I were you I'd definitely look into any way of appealing or querying this.

Can I please ask - did your ECAS ever go "In Process" or was it always "Received by Visa Office"? Just trying to ascertain if those who get "In Process" are safely past this 2nd eligibility review :eek:

Good point. i think he should send a request to program manager at his VO asking for a relook at app based the fact CIO cleared the app.
