Statement in Lieu of Non-Impediment While Already Abroad

Hi. I (Colombian) am currently in the process of marrying my girlfriend (Canadian). We are both currently together in Bogota, Colombia. One of the documents that she needs is proof of single status which I've found to be the Statement in Lieu of Non-Impediment to Marriage Abroad. We've contacted the local embassy and they have told us that they don't provide that or any similar document and that it must be requested directly from Canada. The problem is that to obtain that document she must first have a notarized affidavit attesting that she is single in front of a Canadian notary. Being that she is already here and travel isn't exactly easy at the moment are there any other options we have?

Our original plan was to get married in Canada but due to the current restrictions I can't enter the country despite having a valid TRV. And we don't want to be separated to avoid any unexpected time apart that could be a result of the virus or the lack of flights.

If it does turn out that this document is impossible to receive from out of country is there any alternative way for me to enter Canada with her? If we can prove that marriage in Colombia has been impossible without the document and we'd like to enter Canada to be married there?
