I haven't requested the GCMS notes. Should I? Should i apply myself or through the lawyer?
Yes, you absolutely should. It is very likely that you are just stuck at the security check stage. I've heard that for some nationalities (like Iran or China) and backgrounds (any affiliation with the military), the security check could take more than 1 year, while normally it takes just 2-3 months. You can use something like visafile.info ($25 usd) or you can do it yourself, someone has shared instructions here a couple of months ago.
Another reason might be that the annual PR limit for the SUV category (~2000) is already reached. If you order the notes and see that you passed all the stages including the security and background checks, then we all fucked. Those who have a priority and got their PALs this year, will wait for the decision 1-3 more years (if the limits are not changed).

I have a question regarding the Startup Visa Programe quota which is 2,000 for 2025, and 1,000 for both 2026 and 2027. Do these numbers refer to individual applicants only, or do they include accompanying family members as well?
Are you applying as an individual or as part of a team? If you're the sole applicant, you should receive your Permanent Residency quite soon (although it appears that PR issuance under the SUV category has been delayed for approximately six months). However, if you're applying as part of a team, be aware that no decision will be made until all team members have successfully cleared their security checks.
Those are PRs to be issued, so they include all co-founders and their family members. I guess 2000 PRs can be something around 500 startups or so
In my opinion its 2000 startups (commitment certificates) … if 2000 PRs then there are approximately 29000 individuals in inventory and 9000 startups…so processing time with current quota will exceed 10 years….
Unfortunately, based on the https://www.canada.ca/en/immigratio...pplementary-immigration-levels-2025-2027.html 2000 is the total number of PRs.
As far as I know, processing backlog is smaller than 29,000, but considering that the targets are set to be ~1,000 PRs from next year, processing time can still exceed 15 years for some of us (unless the targets are changed). Some incubators really abused the system and f***d things up for many genuine founders. Startups can't wait 15 years to enter the market, Canada will lose those founders to the US and other countries. Hope that they will change the targets soon.
I take it like, for PNP targets they mean the ITAs sent to individuals and it does not include their family…similarly for TFW program they set target for individual applicants … in SUV a commitment certificate is the thing which they are setting target for…The reason for me to believe this is because if primary applicant is refused or leaves startup himself…all SUV applicants disqualify because the commitment certificate is changed…
And processing backlog means those who have received AOR and are in pipeline…inventory includes all applications submitted regardless of process stage
And if target means by PRs for individuals then 2000 and 1000 will be taken by priority DOs for foreseeable future as there are 38 priority DOs…each DO can issue 10 LoS…so 380 commitment certificates and on avg a startup have 4 founders so 1520 priority applications each year (and it does not have family)
Right now, there are 10 priority incubators, they will bring in 100 startups per year, it should be ~500 PRs including families, the rest of the 1000 PR target will be taken by applicants from angel groups and VCs (who are also prioritized). So yes, non-priority applicants' processing is in fact frozen until the targets are changed (potentially forever).
