My wife is Russian (non-visa exempt) and we started the sponsorship application in March (outbound since we both lived in the UK). I flew back to Canada this month after quitting my job in the UK. I have been approved as a sponsor and immigration has requested scans of all pages in her passport so we are in the final stages of the family sponsorship application.

Can she wait in Canada for the application to be completed? What should she tell the border guards? She had a valid Canadian travel visa already.
 
Not if she is on a visitor visa. You would have had to apply as inbound if she was staying in Canada

She can stay in Canada until her visa/visitor record expires. If you apply for extension of her visitor status before the expiry date (can be done even on the last day of her status), she can stay in Canada while the extension application being processed on implied status.

Sorry that's incorrect. You can apply outland while in Canada as a visitor.

Just let her enter Canada as a normal visitor with a return ticket to be safe. Have her bring proof of her PR application and she should be fine.
