Start working before having work permit?

I am from Greece, have a temporary residence permit, and looking for job in Regina, Canada.
What is the best way to get one?
find a job through sites, and then wait for LMO and working visa and then move to Canada
OR move to regina without a work visa, find a job and try there for the work visa?
I have heard that may be i can start working as i am waiting for the work visa.
is there any difference? any experiences to that?

You are legally not allowed to work without a valid work permit, the right way is to get a work permit and then start your work.

Agreed. If you start working before you have a work permit in your hands - then you will be working illegally which will make you deportable.

i am thinking the same.... but my concern is how an employer will wait for my TW visa to be issued, which together with the processing time for the LMO can take 3-4 months...

Thats the key..... try to get hold of an employer who you could rely on until you get the WP.

The employer has to wait. They have no choice.

I agree. The employer has to wait or the employer will let you go and hire local or PR holder.

Many employers don't want to wait - which is one of the reasons that is can be very difficult to find an employer who is willing to hire a foreign worker.

The common thing that makes them go through the procedures and makes them willing to work is that the foreign employee has something (e.g. skilled, experience) that they can't find in Canada or that is rare in Canada. Also, if they have advertised the job several times and have had no Canadians apply (or no suitable Canadians apply), then they might be willing to wait and hire a foreign worker.
