Does the start-up visa still have a educational requirement?

On CIC's site (at /english/information/applications/start-up-business.asp -- sorry, it won't let me post links), I note:

"New: On November 22, 2014, additional revisions were made to the Ministerial Instructions that removed the educational requirement for applicants and added additional designated entities to the program. Read the full text of the update to the Ministerial Instructions."

But I couldn't find any supporting text - most eligibility pages (external to CIC) seem to claim a requirement for at least one year of post-secondary education.

Would appreciate some clarity - many thanks.

Got it, thanks.

I ran a search for "education" on that page, and found zero results.

Does this mean the education requirement has been removed? No more "one year post-secondary education"?
