I have worked for a year and a half at an assistant supervisor position through a staffing agency. Do I qualify for CEC? And if yes, which reference letter do I present as proof of work- the staffing agency or the client I work for?

And for a second question, how can CIC determine the skill level of the position I worked if it's through a staffing agency?

Both.

Hey Jes, Just to confirm; I did speak with a consultant and he explained that I only have to provide a letter for the company that pays my wages. In this case, that would be jst the agency. Does that sound feasible to you?
 
The problem is whether they are aware and are able to confirm your day-to-day duties/responsibilities if contacted by IRCC.

In my case, my manager at my work place forwarded a list of duties to the staffing agency and had them put it on their company format and issue a reference letter. Hope this helps.

Just to confirm, was the reference letter on the letterhead of the agency or the client company, and which of them was actually issuing the paystubs to you?

It was on the letterhead of the agency which also issues the paystubs. It was possible for me to obtain documents from the agency and my work place but I felt it's better to have one point of contact for IRCC to avoid confusion.
