SPP was initially only open for the Indian nationals, but gauging how successful it turned out to be, the project has been extended to China as well.

This is a category under which there are many colleges to apply. And, this type of application (for study visa) is seperate and requires a definite set of documents (given in spp documents checklist). It was done to fasten the visa process.

Its not for every international student. You have to check it out on cic, if your country exists in the list.
Applying under spp is simple, just download the spp documents checklist from cic, and collect all the papers required as per the checklist and apply to cic either by paper application (through VFS office) or by online application (you can do that by yourself).

I found this on imm5961 form,

The Student Partners Program (SPP) is an administrative framework designed and implemented
in partnership between the Canadian visa offices in India and Colleges and Institutes Canada
(CICan).
So, its for India. Unfortunately, you cant apply under this. There must be another way to apply for study permit from your country. Google it.
