My wife is coming from India and her work permit is in process she’s having valid visitor visa so can anyone tell that if she arrive in Canada she can get open permit at Port of entry?

No, she can't unfortunately. Applying for a work permit on arrival at the POE is only possible for individuals who are visa exempt.

She can enter Canada as a visitor and then submit the SOWP application from inside of Canada.

Google - check processing times Canada. From India, SOWPs are around 40 weeks.
