Hi,
I have PGWP and NOC B job. I applied for my spouse and CIC refused under section 205 c(ii). Can anybody please tell me what document i missed?
i did some research on this under C41 category my spouse is exempt from this section if i submit NOC B offer with pay stub. I submitted all documents.
Please help me to understand, if anybody got refused under same section and then got approval.

3 paystubs?
 
Would recommend ordering CAIPS so you know the exact reason and can reapply. Did you get married recently? Was this arranged? Right before PGWP?
 
i applied yesterday for the case notes. i married in December 2018 when i was student. i got my PGWP in sep 2019.
 
Please help me to understand if you had any encounter in past with same situation.

I didn't submit my transcript with file.
Does that make any difference?
 
My agent also told me tha they have quota for every year to issue visa under each category, may be it is end of year and they reached their quota so they refused.

Not for OWP for spouses. You mentioned this is your second application. Did you apply right after marriage and then right after PGWP?

I applied both after pgwp. First i applied on 13Nov 2019, got refused on 27 Nov. Then apply again on 6th Dec. Refused yesterday.

It is a common refusal but just general and reason for refusal for each case may be different.
