I have been nominated by Saskatchewan govt. for PNP. My spouse also added in this application and now we have applied for federal process. I want to know whether my spouse can apply for work permit from India while our application for permanent residence is in process. My work permit is open and my job category fall under NOC B.

Yes she can apply for open work permit as long as you have valid study or work permit
she needs
1) your work permit copy
2) your Job letter with your duties, title etc
3) salary slips
4) her passport and requred documents
she will get the work permit with same expiry date your work permit has.

everything you find, try to prove that you are well established financially, and also your marriage is not fake, attach photos any other think it might help, and don't try to prove she will be back because they know you have PR application and you want to stay here
