My friend's husbands work dependent spouse visa got rejected twice This is the reason they've provided.

Thank you for your interest in working in Canada. After careful review of your work permit application and supporting documentation under the Temporary Foreign Worker Program, I have determined that your application does not meet the requirements of the Immigration and Refugee Protection Act (IRPA) and Immigration and Refugee Protection Regulations (IRPR). I am refusing your application on the following grounds:

• I am not satisfied that you will leave Canada at the end of your stay, as stipulated in subsection 200(1) of the IRPR, based on the purpose of your visit. You are welcome to reapply if you feel that you can respond to these concerns and can demonstrate that your situation meets the requirements. All new applications must be accompanied by a new processing fee.

My friend is in Canada since last 6 months studying full time in Seneca. She is very much worried. What is wrong with the application. Any help you can provide will be greatly appreciated.

What evidence of ties to his home country did the husband include in hte application?

Note that a spousal open work permit is never guaranteed.

Your friend may have to wait until his wife has PGWP and a job in NOC 0, A or B until he is able to join his wife in Canada. As previously noted, OWP are not guaranteed for spouses of international students.
