Spouse work permit for Global Talent Stream

I will soon be moving to Canada under the Global Talent Stream from US. My wife is going to stay back in US since she is studying. I know spouses are eligible for an open work permit but had two questions

1. Can we apply for her open work permit with my application and she can travel later after her studies are over
2. If in case she doesn't end up coming to Canada after getting a open work permit will it cause any issues with a future PR application
