No. Spouse will only receive points for Canadian work experience.
But you should check who of you gets more points overall and then make that person the principal applicant (provided you both meet MEC for one of the programs).

What is 'MEC' stand for?
In our case, i am below the age category of 35 with two degree holder & 5 years of foreign experience. Whereas my spouse is above 35 & 1 degree holder with 10 years of foreign experience. I believe in this scenario i would be earning more points.
