Spouse Visitor Visa (reapply)

Please help me about 'Spouse Visitor Visa".

I am a citizen of India currently living in Canada, has PR since 2014. I already submitted Spouse Sponsorship file for my wife on September 2015 and got AOR 1 November 2015. I also got NDVO confirmation on December 17, 2015 (AOR2) with file no and UCI. In the same email they ask for Police clearance certificate and RPRF. After that there is no development on file.

FYI, we already applied visitor visa right after our marriage (May 2015) at new Delhi; but her file got rejected. She haven't satisfied visa officer that she would leave Canada at the end of her stay as a temporary resident.

Reason are below-
1. Travel history
2. Family ties in country of residence
3. Financial issue

I want to reapply visitor visa for my wife now; can someone guide ?

Should I apply for visitor visa again or We have to wait?
If yes, what are the documents should we attached apart from standard documents like (bank statement, employment letter etc.) which can put impact on file.
Any help would be appreciated. Thanks in advance

I wouldn't bother reapplying - you'll just be refused again. CIC knows she has plans to remain in Canada long term because the spousal sponsorship application and most likely doesn't think she's a genuine tourist. I would forget about visiting and wait for the PR application to be approved.
