I am Canada PR currently living in India. I want to apply PR for my wife. How can I apply from India and where to send application ?

You cannot apply from india, you must apply while residing in Canada and reside in Canada throughout the process.

Search for spousal sponsorship and follow the instructions on the government's site.

I have talked to a immigration consultant. She said I can apply even if I’m living in India . What should I do ?

Your consultant is wrong. Your consultant is either lying to make money or isn't smart enough to understand basic Canadian immigration rules. Either way, fire your consultant.

You need to move back to Canada before you will be able to sponsor your spouse for PR.

If u were a citizen u can apply from outside but u can’t as pr and u not allowed to be outside as pr for more than six months

A PR could stay outside for more than six months BUT he/she will need to meet the RO (2 years within the rolling 5 years period)
Some provinces may have 6 months rules for the health insurance coverage. But that has nothig to do with RO.

Agree with the rest, PR needs to be living in Canada to submit family sponsorship application. Fire the consultant.
