My husband was approved last august for the sponsorship for spouse visa, and he was told that my papers will be sent to manila.we just don't know exactly where to start counting the 14 months or how long would it take since strike is still on going...thanks

The 14 months starts from when Manila received your app, usually a few weeks after sponsor approval.

They usually don't contact you until they ask for the passport. As it has been awhile, you guys could send them a Case Specific Enquiry asking for the current status of the app.
