Go to the CIC website and find spousal application information. I cannot post a link on here. Google search will help. You must be married before you can apply. If you have been married for less than 2 years a 'limited or restricted visa' will be issued.

PR residents of Canada cannot apply for any sponsored visas while residing outside of Canada. Only a Canadian citizen can do so. So you must be married and yourself as a PR must reside in Canada to apply to sponsor your wife. Any documents written in another language must be translated to English or French by a certified translator and an affidavit issued to correspond with the translation.

I am a Canadian residing in Mexico. I am working on my husband's PR, he is Mexican. I have hired an immigration lawyer in Canada to assist us with his visa application.

Wish you all the best.

Note that since you are a PR (rather than a citizen), you cannot sponsor your spouse while you are living outside of Canada. You will have to wait until you have returned to Canada to live here before you will be able to submit the sponsorship application. You will also have to continue living in Canada while the application is being processed. You take take short trips (2-3 weeks) outside of Canada during the processing of the application. Anything longer and you risk having your application refused due to non-residency.
