I submitted my application on 10th June and still haven't had any update from the office. Why such a long delay? I've heard that the processing time for spouse visa has gone down to 3-4 months. Why such delay now?

Most applications take around 12 months to process. There are some that get through in 3-4 months, however this is a small minority.

It typically takes 6-10 weeks to hear from IRCC from the time your application is first received. So your processing times so far look perfectly normal.

Do you think applying for visitor's visa in the mean while is a wise decision?
Note: My visitor's visa was rejected last year, cause I'd failed to declare my US visa rejection.

High chance of rejection for spousal visitor visa. You're welcome to apply, but would have to show considerable ties to your home country, enough for them to believe you are not using the visitor visa as a way of being with your spouse in Canada.

What exact kind of ties? and how strong are we talking?
There's no concrete amount of 'how strong', it is entirely up to them to decide in your unique situation. Ties would be immediate family, ownership of business/real estate, a job you have to get back to, a mortgage, etc. All things that you cannot easily leave behind by jetting off to Canada and staying there.

Perfectly normal. People wait anywhere from 6-10 weeks for AOR. There are cases where people receive it within 2 weeks (I received mine in 10 days) but 2 months min seems like the new normal.

Already answered above. First contact from IRCC is 6-10 weeks after the application is received. You are at week 7.

We waited four and a half months for the first acknowledgement of receipt from Sydney (AOR1) so it's all over the place.
