Hi everyone.Can anyone help me on my Concern.

Can I apply my spouse tourist visa to come here in Canada while He's waiting for his PR aproval?

Yes you can. If he is from a visa-required country it will likely be denied. If he is from a visa-exempt country then it will likely be approved. Since the PR application is outland, he may have to return to his home country for an interview, if an interview is required.

if he is from visa exempt country, he would just need his passport. But yes you can apply for visa to visit from non exempt. I applie twice and was denied despite having a job, rent, and many other ties. CIC consider your spouse the strongest tie so its very hard to get this visa. Good news is it doesnt affect your PR. Mine was approved in under 6 months despite 2 denials for visit visa. good luck
