No, only Inland applicants can get an open work permit after stage 1 (almost a year of waiting and ur application through outland would be done by then anyways)

Alberta and Calgary seem to grant a lot of foreign workers positive labour market opinions (LMOs), as there is a large demand of workers, which would mean you could work their for a specific company. Google LMO jobs Calgary and you should find options. There are skilled jobs, au pairs, and tim horton's servers available.

Then maybe an au pair would work. Saw one there with LMO offered. All you would need to send in a work permit application

If inland application is refused there is no appeal right.
