Dears,

I am a PR holder at Quebec... i landed last year, and came back to my home country to finalize my wedding preparations
MY QUESTION IS:

1. How can i sponsor my wife after marriage in april 2011 without passing long time separated (i know i have to do the sponsorship from within canada, but how long does it take? ? ? )

2. the medical insurance expired last september, does it affect my sponsorship procedure? and what shall i do to gain it again?

3. is it easier to move my PR to Halifax, and apply for federal health care and then sponsor my wife, how long does it take?

4. can my wife apply for a visitor visa and sponsor her from within canada, announcing my marriage there?

1. You don't have to do the sponsorship from within Canada, in fact it can be somewhat slower to process, but you are looking at anywhere from 8 months - 2+ years from the time you submit your application until it is processed.

2. If you are talking about provincial health insurance, it won't affect your sponsorship procedure. I think you would just have to return to Quebec, and get a new health card, since you have already had one.

3. Quebec, Nova Scotia shouldn't make much difference, inland application from anywhere in Canada go to one place, also there is no such thing as federal health care, only provincial. All provinces have their own rules regarding it.

4. Yes, but border officials will ask you if you are married, and then might deny your wife on grounds that she might overstay her visa, can't really say on this one but it is definitely possible.

but do you mean it takes 8 months to 2 years to get her to canada? ? we will live 2 years separated till she can come?

What country is your wife from? Different offices have different processing times so it could make the difference between an Inland and Outland applications.

Inland means the application is processed through Vegreville and your wife would not be allowed to leave Canada during the process. Outland means the application is processed in Mississauga (for your sponsorship) and then forwarded to the overseas embassy for her country or nationality.

For you as the sponsor and a PR (not Canadian citizen), you will be required to be in Canada during her application process. She would be allowed to visit/stay with you given certain conditions (she enters the country legally and go out of status). Of course that is as long as she is able to enter Canada as Arron mentioned.

You can try to bring her here in Canada first and then get married in Canada. Then you can apply for inland processing and she can stay with you. But the problem is she won't be able to leave the country until her PR gets approved.
