Is the new Permanent Residency Portal only for people applying from inside of Canada?
I am living in the United States. The wording on the website is a bit confusing..."Once you are approved, provided that you are in Canada at the time, you will also be invited by IRCC to use the portal to become a permanent resident."

So...can a United States Citizen apply using the Permanent Residency Portal?
My husband (my sponsor) is living in Canada.

Hi so i checked the new service from that portal,
  • Provincial nominee program (non-Express Entry)
  • Rural and northern immigration pilot
  • Agri-food pilot
  • Atlantic immigration program
  • Start-up visa
  • Self-employed people (federal and Quebec)
  • Quebec-selected skilled workers, entrepreneurs and investors
  • Sponsoring a spouse, partner, dependent child or other family
  • Adopting a child through the immigration process
  • Protected persons and convention refugees in Canada
  • Humanitarian and compassionate grounds
  • Temporary resident permit holders applying for permanent residence
  • Home Support Worker Pilot
So it did'nt mention about the express entry program so i guess US citizen cannot apply for PR looking at the above list.

Since you said your husband is living in Canada, if he is a PR then definitely he can sponsor you through this "Sponsoring a spouse, partner, dependent child or other family" and yes he can create a an online account "https://prson-srpel.apps.cic.gc.ca/en/login" and submit the application online instead of paper application.

I submitted my Spouse application today, I had the same doubt, called CIC, they said I would need to sign and get signed the applications, I asked the logic as I never signed online applications before, even for my EE Profil, they said it's my spouse's application also, and she doesn't have a history or no old applications, she would need to sign her part at-least... However I did all that, but still think that some maybe in online, if there isn't any sign, it might work yoo

Hi @stephaniekh Just got a doubt when lookin at this. so here it says yo dont need ti sign but after that it says sponsor and principal applicant as to sign the imm1344 and 5532. so as u said we just sign at the end for all imm forms but thats for only principal applicant right. so how would i sign the forms then?
"You or any family members coming with you must fill out the rest of the PDF forms in the instruction guide for your immigration program (below)

  • you don’t need to print them and sign by hand unless the form needs a third-party signature
    • sponsors and the person they’re sponsoring must both sign the
      • Application to Sponsor, Sponsorship Agreement and Undertaking (IMM 1344)
      • Financial Evaluation (IMM 1283)
      • Relationship Information and Sponsorship Evaluation Form (IMM 5532)
  • upload them to your online application
  • as the principal applicant, you’ll electronically sign for the entire application, including those of your family members

"
Family sponsorship has two or three or four parties, (a) Must: principle PR applicant (one of the parent/grandparent or spouse being sponsored) and (b) Optional: people who will accompany with the principle applicant (another parent/grandparent, their kids, e.t.c). (c) Must: sponsor (Canadian Citizen or PR who is/are sponsoring (spouse, children or grandchildren), (d) Optional representative who can do certain action on behalf of the principle applicant, may not be the people among a, b, or c, e.g., lawyer, immigration consultant/agent. The principle applicant is the one that apply PR (though sponsor can send application package that contains application to be sponsor along with application PR (principle applicant and people being accompanied).

Based the statement you posted as well as my understanding (PLASE NOTE THAT THIS IS MY OPINION AND THE ACTUAL PROCESS MIGHT BE DIFFERENT THAN MY UNDERSTANDING): with online application a principle applicant creates an account and apply. S/he can electronically sing the entire application for her/himself and on behalf of the accompanied people. However, the forms where signature of others, such as sponsor and/or assigned representative, is needed, the process is to fill the corresponding form(s) electronically, print the form(s), signed and get sponsors'/representatives' signature wherever needed (or date may be), scan the signed form(s) and upload them.

@Manish2468 so manish on the portal it says the principal applicant forms can be signed digitally, its at the very end once you upload the docs right......so how the sponsor suppose to sign? like validate the forms and then print and sign it?

@mani10 , Yup, I agree,

Did you submitted PCC with the application?
Not yet Manish, the checklist document says it need the Indian PCC inorder to submit the application so i already asked my wife to initiate the process so i might get the PCC in this week. (IMM5533, Page 7 4th question)

When submitting the application i need to submit this checklist as well right....so if im checking this option means im submitting the pcc as well right...thats my understanding.....

@mani10 , yup, you take the print out and sign, that's what CIC customer care said, for PCC, yup, that's right, what you said, however I didn't checked that PCC box in checklist...
I think that's my mistake, but somebody told me I can now upload the explanation for that and PCC in a week or two... Will try that...

If I were you, I would just leave it on the document checklist, I mean unchecked. In the forms, however I would put N/A whenever the form allows me to put.

P.S: I have never tired online submission. My guess is based on what I read and my own experience of submitting several immigration related application and filling forms the same.

Yup, I am thinking about that, I mean, that N/A was for children's checkbox, if doesn't apply say No/A, that's the only part I left... I'll decide in some time if I am uploading that 5533 again or not...
