Spouse sponsorship from USA to Quebec, I'm a little scared with the paperwork..

Hello everyone! i've been reading on the forums here quite a bit through my process, but am a little confused with the paperwork,

My wife and I are recently married, she is a born resident of quebec,
I am a US resident with a visitors visa staying in quebec with her.

My visitors visa expires in about 1.5 months, i have had no extensions yet however.

I believe i need to apply for inland family class sponsorship, and this is the paperwork packet i have started filling out:

I read that this is the first step for applying? however on the IMM0008.pdf form it asks when i applied for a CSQ

on the Quebec website it says I need to submit the above packet BEFORE applying for a CSQ, so I'm a little confused with this...


please any help you can give me is appreciated.. Having mild dyslexia reading all this paperwork is like trying to decyper a can of alphabet soup...

would it be better to drive accross the border for a day to renew my visitors visa? or apply for an extension online...

I just submitted my application without the CSQ because you get that during the second stage of the process (the quebec stage), I think.

Hi dankelly2...

1) Complete the CIC Application. We left the "Did you apply for a CSQ" question blank.
2) Wait for the letter from CIC to proceed with Quebec.
3) Once you've received the letter from CIC, apply for the CSQ.

Inland vs Outland... We also had the choice and we chose outland because it was faster when we compared the two methods using the "official" timelines posted on CIC's website.

Hi Daniel

As you are American, I strongly advise you to submit an outland application. You are allowed to remain in Canada as a visitor while the outland app processes. It is much faster, Ottawa is currently averaging 8-10 months. As well, outland allows you to leave Canada if you need to without risking the application, whereas an inland app requires you to stay in Canada for the entire 19 months.

It's easier to just submit an extension online. Pay the PR fees and include a copy of the fee receipt as proof of your intention to apply. Also include proof of your ability to support your extended stay (savings, family support, partner's pay stubs).

You are not obligated to apply inland just because you happen to be located in Canada at the moment. It is a requirement of inland that you reside in Canada during the application process which is restrictive in case something comes up. Say your wife loses her job and you want to return to the US and work for a bit or say you have a family emergency and want to go back for a couple of months. If immigration realizes you are no longer living in Canda, your inland application would be cancelled.

Outland is better in your case.

The guide to sponsorship says about Quebec applicants:

If the federal eligibility requirements are met, the Case Processing Centre in Mississauga (CPC-M) will send the sponsor a letter with instructions to download MICC’s undertaking kit, then to complete and submit it to the MICC with a copy of the letter from CPC-M.

For more information on Quebec’s requirements, you may call MICC’s general information line at 514-864-9191 or 1-877-864-9191 or consult their website.

So what you would do is complete the full sponsorship package, send to Mississauga and when Mississauga is done, they send you instructions on how to apply for the CSQ

There is no open work permit granted with the Outland process.

At the moment, 1st stage approval for an inland application currently takes 7-8 months. Keep in mind that the processing times can change quite suddenly. Until recently, 1st stage approval was taking over 11 months. You don't get the OWP until after 1st stage approval and then it's another 8 months before you have PR.

Outland through Ottawa, you would most likely have PR in about 8-10 months. As scylla said above, there is no Open Work Permit with an outland application.
