Spouse Sponsorship cannot provide NOA or option C

hi all.

We are about to pass our papers but my husband (the sponsor) lacks Notice of Assessment thus cannot provide anything about his taxes. It's like this, the business bank account he has with his business partner was frozen by Canada Revenue. So they can't file taxes and he has not filed taxes since last year.

Their account froze due to his partner's previous business which was already not operating for three years, but canada revenue is still after him and is still taxing him for a business that is already closed. It's a complicated story and they are finding a lawyer but since he is his partner, their present business is affected so he can't file his taxes both his personal and business taxes.

Now, my question is what reasons should I submit in our papers for not providing NOA? Or is it okay if we don't have any proof of taxes? What more papers should we submit? Thank you! Any further suggestions on what we should do? Thank you again.

i don't understand how his business account being frozen prevents him from filing personal taxes? Is this a CRA rule or this more of a personal choice?

he can try writing a letter of explanation in the application, though there is no guarantee IRCC will not require him to provide one anyway.
