Before that it used to say "your application is in process, the next step is to conduct baground check
Do they send u email with the updates as well ? Or only on ur wife CIC?

for my wife application it took 2 years for her background check to start.
it depend on the application, so applications will have all the process complete within 8 months and some it will take 3 years to complete so each case is different

This is what I did
I'm Canadian and my wife is an Iraqi citizen
I applied for visitor visa for her 4 times until they approved her finally on the 4th try.
So it depend on your luck and the papers you submit.
If you say that you want to live in Canada with your partner then they will definitely refuse the application

And if they approve it for him, shall we inform ADVO that he changed his place? And it will be okay for them to continue his papers?
Because it's been 14 months on his papers and we exceeded his processing time and still no decision made!

When my wife applied for the visa, I used to live in the UAE with my wife but at that time we didn't have plans to move to Canada so we didn't apply for sponsorship application.

Ah so she got visitor visa from Dubai then you both moved to Canada and then you started her papers from there! Right?
But cause my husband already applied for sponsorship so he can't now change the plan!

Yes you are correct
i believe a visitor visa is very hard when you have sponsorship application in process but you could always try.
